About Us

Basilio was born in Aileu, Portuguese-Timor on the 3rd of March 1964. He initiated his career by working for Kartini Muljadi Law Office in Jakarta in 1991 and later won a British Chevening Scholarship to study in the Manchester Metropolitan University, UK. He finished his master degree in Critical Theory in 1997. In 1998, he involved in the Timor Gap Petroleum negotiation with the BHP Petroleum where he succeeded in convincing the BHP to make the South Coast of East Timor as the Supporting Base Camp for oil activities in the Timor Sea. In 2000, he moved to Jakarta, the capital city of Indonesia, where he joined PT. Fajar Sidik Utama, a company engaged in mining exploration and trading, infrastrucutre development and encouraged Public Private Partnership cooperations between the provincial, district and city governments with private sectors, including of private financing companies.

In 2005 he moved to Portugal and was appointed as Delamore and Owl Group's country head for Portugal and Angola. His team focussed on the development of business for Portuguese Speaking Countries and Afro-Portuguese Speaking Countries. He facilitated cooperations with several ministires in Angola, Mozambique, Cabo Verde, Guiness Bissau and Sao Tome e Principe. The activities covered fisheries Ministry, Ministry of Public works, including also with Angolan oil company – Sonangol, Angolan Banco Keve. He also penetrated into the Republique Democratique du Congo and Guinea Conakry. He also entered Latin American Countries like Brazil and Colombia. In 2009 he moved back to Indonesia acting as Delamore and Owl Group Country Head for Indonesia where he remains to-date foccusing on financing and investment services in the fields of oil and mining, transportation and tele-communication and involved in trading of several commodities.
